\r\n\tThis is an introductory course in Singapore Constitutional Law and Administrative Law. It addresses the inter-relationship between government bodies established by the Constitution and the regulation of relationships between the State, communities and individuals. It examines principles of constitutional government, the legitimation of political power, how abuses of public power may be prevented through institutional checks and balances, the extent to which Law can promote ‘good governance’ and the fundamental liberties of citizens. Specific topics include the nature of the separation of powers and the rule of law in relation to our variant of the
\r\n\tPublic law will be taught through the medium of two lectures (1h 45min) a week (Monday and Wednesday: LT, 10-12) and one 2 hour seminar a week (various times, Tuesday).

\r\n\t(1) Lectures
\r\n\t
\r\n\tLectures are not designed to present a comprehensive overview of each topic. Their objective is to offer perspectives on central themes and to provide a provisional orientation towards the critical analysis of a particular topic. Computers may be brought in only to take notes of the lecture, and not for any extraneous purpose.
\r\n\t
\r\n\tNot all topics in the syllabus will be lectured upon. Instead, reading materials will be assigned to ensure the requisite basic knowledge of the operation of constitutional institutions in Singapore is acquired.
\r\n\t
\r\n\t(2) Seminars
\r\n\t
\r\n\t
\r\n\tAs responsible members of an academic community, students are expected to be active in class discussions and thorough in class preparation, so that we may enter into an in-depth exploration of the issues briefly highlighted during lectures. We will not be trawling through basic material during seminars. Merely skimming through lecture notes to prepare for seminars is inadequate preparation. You are expected to provide a considered answer for each seminar question and/or to raise questions relating to the material, which will be welcomed, as we prize diversity in viewpoints, while evaluating each for cogency.

\r\n\tGeneral seminar questions will be issued to (a) guide you as you read through specific readings (b) form the starting point for seminar discussions.

\r\n\tIndividual professors may at their discretion issue supplementary questions for seminars, for the purpose of facilitating a more focused, targetted discussion of the relevant topic issues, whether based on the issued readings or supplementary material. They have the discretion to choose which questions and themes to emphasise in their seminars and will communicate with their students in this respect.

\r\n\tThere is a 10% grade component awarded for class participation where students will be assessed on the basis of their contributions to discussions, attendance and quality of preparation and engagement. Students may be placed 'on the spot' for certain questions or asked to make short presentations which will be considered in awarding grades. A failure to attend less than 50% of classes will result in a failing grade for the class participation component.
